Our Executive Team

Joseph Rossi

Joe Rossi is a founding member of TurtleBay Advisory Services and has more than 30 years of experience in the financial services industry, using his background in operations and information technology to build bridges among diverse groups of people and organizations. Prior to forming TBAS, Joe served as Freddie Mac's senior vice president of Operations and Technology where he was responsible for managing the largest segment of Freddie Mac's business operations, including all of the company's mortgage origination and servicing, investment and capital markets operations, and information systems divisions.

Joe joined Freddie Mac on March 28, 2005 as senior vice president of Investments and Capital Markets Operations and led Freddie Mac’s securities issuance, bond administration, and securities processing operations. In March 2007 he was named senior vice president, Technology Services. In this role, he managed all aspects of technology infrastructure, including computer and network operations, customer and operations technology services, data management infrastructure, information security, and technology change management.

Joe was a member of the company’s leadership team and reported directly to the Chief Operating Officer and eventually the CEO. Previously, he led the Advantage Project Management Office (PMO) and was responsible for the coordination of business and technology architecture and process re-engineering at Advantage.

Before joining Freddie Mac, Joe held leadership positions at Mellon Bank, JPMorgan Chase, and Citibank where he developed a significant portfolio of experience in all aspects of global securities clearance, custody, fund administration, and accounting.

Joe received a BS degree from Bryant College in Smithfield, RI and an MBA from Iona College in New Rochelle, NY.

Diane Rossi

Diane Rossi is currently serves as Managing Partner and CFO for TurtleBay Advisory Services. Throughout her career she has worked both within the public and private sectors. She has held significant administrative and operating roles within General Dynamics Corporation and Citicorp. In addition, for a large part of her career she worked within Public Education both at the primary and secondary levels. In her current role she is also overseeing the FSOKx training and education program. Diane holds degrees from both Bryant University located in Smithfield, Rhode Island, and St. Thomas Aquinas College located in Sparkill, New York.

Andrea Billitteri

Andrea Billitteri is the Director of FSO Knowledge Xchange. She has a strong background with large financial service organizations including supervisory roles at Credit Suisse and Morgan Stanley in the areas of accounting and revenue reporting. Andrea’s knowledge of Financial Services, coupled with her excellent communication skills has made her a leader in B2B Sales and Marketing in working with customers and driving sales revenue. Her specialty is consulting clients on comprehensive marketing strategies within the financial services sector which includes print advertising, online advertising, education & events, web seminars and other lead generating products.

Sara Taylor

Sara Taylor has over 20 years of executive leadership experience valuing and trading loans in both a principal and in an advisory capacity. Sara has a focus on the financial services industry using technology to leverage risk management and business processes. She has worked with companies such as Wells Fargo, US Bank, Toyota Financial, UBS and others. Sara’s previous experience includes over 15 years serving as the Secondary Markets Executive for various firms where she lead the transaction and servicing portfolios structuring for ABN Amro, Ocwen Financial and Chevy Chase Bank, FSB. Sara was instrumental in bringing Bank Rate Monitor into the digital age, moving the database from a paper newsletter to a public company. For several years, Sara served as the Vice President of Business Development for Fiserv where her focus centered on developing business-to-business partnerships for commercial banking operation, payment systems, data aggregation and designing technology solutions for shared environments. Sara holds degrees in Finance from the Pennsylvania State University and has been a FINRA 7, 24, 36 licensee.

Santo Crisafulli

Santo Crisafulli is a Senior Consultant with TurtleBay Advisory Services (TBAS) with near 40 years of experience in technology management and financial services. Prior to joining TurtleBay Advisory Services, Santo served as SVP at Alliance Bernstein where he was Chief Security Officer and managed Technology Portfolio Services for that organization. Other significant roles included global operations and development of IT systems for Bankers Trust, Alliance Capital and Citicorp. Led development and implementation of cutting-edge, proprietary global foreign exchange trading system used in 65% of all worldwide currency trades. He also built Information Systems subsidiary for Bankers Trust.

Don Codling

Don Codling advises domestic and international companies on cyber and data security best practices. Following 23 years service in the FBI with a concentration in Cyber National Security and Criminal matters, Don specializes in Cyber Security and Data Privacy best practices implementation within sensitive corporate and government environments. Don maintains his CISSP (Certified Information Systems Security Professional), CIPP/US (Certified Information Privacy Professional-United States) and his TS (Top Secret) with counterintelligence polygraph clearances. Areas of expertise include ICS-Cyber security best practices and performance metrics, unique security and Data Privacy challenges in the Internet of Things environment in both corporate and government environments. Don is the co-chair of the International Association of Privacy Professionals Washington D.C. chapter (2017-2019) and has detailed knowledge of US Data Privacy and cyber security practices with emphasis on GDPR and US Privacy Shield implications. Don has provided expert witness testimony in both criminal and civil litigation matters on cyber security, data privacy and electronic surveillance issues. As CISO of Urban FT, Don leads a team of employees and subject matter experts to craft a comprehensive cyber security and data privacy digital banking platform (combining core banking, social media and PFM tools) for mobile devices supporting the financial services industry in the USA. As CISO of Swift Exchange, Don coordinated and hosted two Global cyber security and data privacy conferences with DLA Piper in Washington D.C.

Osman R. Ali

Osman is a Senior Adviser at TurtleBay Advisory Services (TBAS). He has over 15 years of diversified financial services experience within various audit, risk and compliance domains. Osman specializes in the design and implementation of tailored Risk & Control frameworks for large and mid-size banks / broker-dealers. His principal focus at TBAS is on advising clients within the Islamic Banking, Trading & Execution and Mortgage Origination / Servicing space. He also works on various Workforce Development initiatives and conducts training sessions on topics such as Resume Building, Networking and Enterprise Risk Management.

Prior to joining TBAS, Osman was a Director at KPMG LLP. In this role, he was responsible for leading large-scale projects for global financial services institutions throughout the United States. These initiatives included, but were not limited to, Co-Source arrangements with Internal Audit, Consent Order / MRA remediation assistance for Legal & Compliance, Risk & Control Framework development for Business Units, and Target Operating Model design / development for Independent Control Functions.

In addition to Osman’s experience at KPMG LLP, he worked as a Senior Banker for the Islamic Finance Division at University Bank, as a Senior Consultant II at Protiviti Inc. and as an Analyst in the Hedge Fund Derivatives Group at BNP Paribas.

Bob Baum

Bob Baum is a Senior Advisor at Turtlebay Advisory Services. Mr. Baum has over twenty years of experience in IT and Cyber Security. His work experience includes five plus years at Merck where in a sales role, he devised a way to automatically feed and bleed chemical compounds in both process and discrete manufacturing applications. He was also involved in compliance work, which required strict adherence to MSDS guidelines mandated by Merck.


Mr. Baum also worked at Blue Cross Blue Shield of New Jersey (Now Horizon Blue Cross Blue Shield) where he was responsible for the sales and marketing of electronic claims processing systems for commercial Health insurance carriers such as Prudential and Aetna as well as electronic claims for Medicare and Medicaid. He and his team were also responsible for the first electronic reconciliation package for use with Medicare and Medicaid. Bob has also worked with IT Service Management based on the ITIL framework, and ITAM/SAM or IT Asset Management/Software Asset Management, helping organizations save millions of dollars in the process.


Mr. Baum began his career at the W.A. Baum Co. Inc. His grandfather William A. Baum was responsible for inventing the modern blood pressure instrument, which ultimately became the worldwide standard by which all blood pressure apparatus is measured and calibrated against. He was also instrumental in the development of many other instruments such as Centrifuges, Microhematocrit and the first practical, commercial uses of Teflon and Velcro.

Ignacio Garijo Garde

Ignacio Garijo Garde is a Senior Sales Advisor at TBAS with a successful career improving operating performance for leading financial institutions.


Most recently, as EVO-Chief Information Officer, Risk Management for Santander Holdings USA, Ignacio led all risk related projects including the US launch and management of the BCBS 239, Enterprise Risk, and Risk Identification and Assessment Programs. He managed a $ 140 million budget, and had overall responsibility for credit and data management, operational risk, model development, model risk management, and project control.


Previously as USA Chief Audit Executive, Managing Director for Banco Bilbao Vizcaya Argentaria (BBVA), Ignacio led due diligence procedures in the creation of BBVA Compass, the twenty-fifth largest bank valued in assets in the US. He then directed the seamless post-acquisition integration of five different audit teams into one organization. In addition, he reduced regulatory risk, and achieved substantial improvements in the bank’s regulatory rating.


Prior to that, as COO, BBVA NY and BBVA Securities, Ignacio merged the branches of BBV and Argenteria in New York, creating the business infrastructure for the development of the Global Markets Division of BBVA Group which doubled the amount of assets.
